Prepare all ingredients: dice the potato, finely chop the onion, and mince the garlic.
Heat the vegetable oil in a medium skillet over medium heat.
Add the diced potato and cook, stirring occasionally, until the edges start to turn golden, about 5 minutes.
Stir in the chopped onion and cook until softened, about 3 minutes.
Add the ground beef and cook, breaking it up with a spoon, until browned and no longer pink, about 5 minutes.
Stir in the minced garlic, salt, black pepper, and paprika, and cook until fragrant, about 1 minute.
Pour in the water, cover the skillet, and let the potatoes steam and finish cooking until tender, 5–7 minutes, then uncover and let excess liquid evaporate.
Taste and adjust seasoning, then sprinkle with chopped fresh parsley before serving.
