Season beef with cumin, paprika, salt, and black pepper.
Sear beef in cooking oil with onion and garlic for 8 minutes.
Add 170 ml water, cover, and simmer for 45 minutes until tender.
Cook rice with 260 ml water and salt for 15 minutes.
Warm black beans, then serve with shredded beef, cilantro, lime juice, and rice.
