Mix ground beef with onion, garlic, cumin, paprika, salt, and black pepper, then shape into patties.
Cook tomatoes, rice, water, and salt covered for 18 minutes.
Sear kofta patties for 10 minutes until browned and cooked through.
Stir cucumber into Greek yogurt and serve with tomato rice and kofta.
