Mix ground beef with garlic, cumin, coriander seeds, salt, and black pepper; shape into kofta.
Sear the kofta in cooking oil for 8 minutes.
Simmer tomato sauce, onion, and vegetable broth for 5 minutes.
Stir in couscous, cover, and let stand for 5 minutes.
