Layer sliced potato with cream, milk, garlic, salt, and parmesan in a small baking dish.
Bake the potato gratin at 190°C / 375°F for 45 minutes until tender and browned.
Season beef steak with salt and black pepper.
Sear steak in cooking oil for 3 minutes per side, then rest for 5 minutes.
Melt butter with the remaining black pepper and spoon it over the steak.
