Cook the rice with water and salt for 18 minutes.
Season the beef with salt and black pepper, then brown it in cooking oil for 8 minutes.
Add onion, bell pepper, garlic, and cumin; cook for 5 minutes.
Add tomato sauce and beef broth, then simmer for 65 minutes until the beef is tender enough to pull apart.
Break the beef into pieces in the sauce and serve with the tomato rice.
