Boil orzo in salted water for 9 minutes, then drain.
Season beef with salt and black pepper, then brown it in cooking oil for 8 minutes.
Add onion and garlic; cook for 5 minutes.
Add tomato sauce, beef broth, apple cider vinegar, and cinnamon; simmer for 60 minutes.
Serve the stifado over orzo.
