Preheat the oven to 190°C / 375°F. Cook Penne until just shy of tender and drain.
Cook Ground Beef in Cooking oil until the meat is browned and the vegetables soften.
Stir Tomato Sauce, Tomato Paste, and Zucchini into the filling or sauce.
Combine Penne, Tomato Sauce, Tomato Paste, Mozzarella cheese, and Black Pepper in a baking dish.
Bake at 190°C / 375°F for 24 minutes until bubbling; rest for 5 minutes before serving.
