Preheat the oven to 190°C / 375°F. Cook Penne until just shy of tender and drain.
Cook Garlic and Cauliflower in Cooking oil until softened.
Stir Cream into the filling or sauce.
Combine Penne, Cream, Parmesan cheese, Mozzarella cheese, and Black Pepper in a baking dish.
Bake at 190°C / 375°F for 24 minutes until bubbling; rest for 5 minutes before serving.
