Slice chicken, bell pepper, and onion. Mince garlic.
Mix soy sauce, water, rice vinegar, honey, cornstarch, and black pepper until smooth.
Heat oil in a pan over medium-high heat. Add chicken and stir-fry until mostly cooked through.
Add bell pepper, onion, and garlic. Stir-fry until crisp-tender and fragrant.
Pour in the sauce and toss until the chicken is fully cooked and the sauce thickens and coats everything.
Serve hot over cooked rice (or noodles).
