Preheat the oven to 200°C / 400°F.
Cook Chicken breasts, Potato, Carrot, Onion, Garlic, Green peas, Salt, and Black Pepper in Butter for 8 minutes.
Stir Flour into the filling, add Chicken Broth and half the Milk, and simmer for 4 minutes until creamy.
Mix remaining Flour, Baking Powder, Milk, and Butter into a soft topping, spoon it over the filling, and bake at 200°C / 400°F for 22 minutes.
