Boil the penne for 10 minutes until tender, then drain.
Heat cooking oil and cook onion and garlic for 4 minutes.
Add chickpeas, tomato sauce, chili powder, salt, and black pepper and simmer for 8 minutes.
Toss the penne with the spicy chickpea sauce.
