Melt half of the butter in a small saucepan, whisk in the flour, then whisk in the milk. Cook until lightly thickened, 3 minutes, and season with black pepper and a pinch of salt.
Layer the bread with the ham and half of the cheese, close the sandwiches, and spread the sauce over the tops. Finish with the remaining cheese.
