Peel the potatoes and finely grate them into a bowl; if very watery, gently squeeze out some excess liquid without drying completely.
Finely grate or mince the onion and garlic, then add them to the grated potatoes and mix well.
Stir in the egg, flour, salt, and black pepper until you have a thick but spoonable batter that holds together.
Heat a thin layer of sunflower oil in a nonstick or cast-iron pan over medium heat.
Spoon small portions of batter into the hot oil, flattening each into a thin pancake; fry until golden brown and crisp on the first side, about 3–4 minutes.
Flip the deruny and fry the other side until golden and cooked through, about 3–4 minutes more; add more oil as needed between batches.
Drain the deruny briefly on paper towels and serve hot with sour cream.
