Prepare the dough by combining flour, yeast, salt, water, and olive oil until a sticky dough forms.
In a bowl combine the flour, instant yeast, and fine salt, mixing them together until evenly distributed.
Pour in the lukewarm water and some olive oil, then mix with a spoon or hands until a sticky dough forms.
Knead the dough on a lightly oiled surface until smooth and elastic, then shape it into a ball.
Place the dough in a lightly oiled bowl, cover, and let it rise in a warm place until doubled in size.
Oil a small baking tray, gently stretch the risen dough to fit, and let it rest until slightly puffy again.
Drizzle the top of the dough with olive oil, dimple it with your fingertips, then sprinkle with coarse salt, black pepper, and dried rosemary.
Bake in a preheated oven at about 400°F / 200°C until the focaccia is golden on top and cooked through, then cool slightly before slicing and serving.
