Boil soba and green beans together for 5 minutes, then drain.
Mix soy sauce, ginger, sesame oil, lime juice, garlic, and black pepper.
Season fresh tuna lightly with salt.
Sear fresh tuna for 2 minutes per side.
Slice the tuna and serve over soba and green beans with the soy-ginger sauce.
