Heat the oven to 190°C / 375°F. Mix ground beef, breadcrumbs, egg, half the ketchup, salt, and black pepper, then shape into a loaf.
Bake the meatloaf at 190°C / 375°F for 35 minutes, brushing the remaining ketchup over the top halfway through.
Boil potatoes for 15 minutes, then mash with milk, butter, salt, and black pepper and serve with the meatloaf.
