Mix garlic, cumin, paprika, lemon juice, cilantro, cooking oil, salt, and black pepper into chermoula.
Coat white fish with half the chermoula.
Layer potatoes, tomatoes, and olives in a pot with the remaining chermoula.
Cover and simmer until potatoes are nearly tender.
Add fish and simmer gently until cooked through.
