Cook rice with water and salt for 15 minutes until nearly tender.
Cook garlic in butter for 1 minute, then add chopped tomatoes and simmer for 6 minutes.
Stir shrimp into the tomato sauce for 2 minutes until just pink.
Pack rice, shrimp sauce, mozzarella, and black pepper into small buttered cups.
Bake at 200C / 392F for 14 minutes, then unmold carefully.
