Cut the onion, celery and carrot into small cubes. Fry them in olive oil over medium heat for 5-6 minutes, then add the ground beef in small portions and brown it well.
Add the tomato paste, diced tomatoes and red wine. Reduce the heat and simmer for 5-6 minutes.
Season with salt, sugar, garlic powder, Italian seasoning and black pepper. Cover if desired and simmer the sauce over low heat for about 20 minutes.
Boil the pasta in salted water until al dente. Reserve a little pasta water, mix the pasta with the sauce, and serve with parmesan and black pepper.
