Cook rice with water and salt for 16 minutes, then cool for 8 minutes.
Mix rice with flour, egg, and 25 g sugar.
Shape small fritters.
Fry in cooking oil for 3 minutes per side until crisp.
Stir sour cream with remaining sugar and serve with the fritters.
