Knead flour, eggs, water, and salt into a firm pasta dough.
Rest dough for 25 minutes.
Brown beef with onion, garlic, salt, and black pepper for 8 minutes.
Simmer tomatoes with butter for 10 minutes.
Roll dough into thin sheets, cut rectangles, and fill with beef.
Roll cannelloni, cover with tomato sauce and mozzarella.
Bake at 190C / 374F for 28 minutes.
