Knead flour, eggs, water, and salt into a noodle dough.
Rest dough for 20 minutes.
Roll and cut into thin noodles.
Boil noodles in salted water for 3 minutes.
Cook garlic in butter for 1 minute, then add tomatoes and black pepper and simmer for 6 minutes.
Add shrimp and spinach and cook for 3 minutes.
Twirl noodles into nests and spoon shrimp sauce into the center.
