Boil the beef until cooked through, then cut it into pieces and transfer it to another pot.
Add the cooking oil and tomato paste to the beef and fry briefly.
Add the carrot, bell pepper, and onion, fry lightly, then add the potato and pour in the reserved beef broth.
Add the salt, black pepper, and garlic, then cook until the potato is tender.
