Boil pasta until al dente.
Toast breadcrumbs in a little cooking oil until golden.
Cook onion, fennel, and garlic in cooking oil until soft.
Add sardines, raisins, lemon juice, salt, and black pepper and warm through.
Toss with pasta and finish with toasted breadcrumbs.
