Cut all the scrubbed skin-on potato into small cubes, cover with all the water and boil gently for 15 minutes until fork-tender. Drain thoroughly, discarding the water. Mash all the potato with all the milk and 3 g butter; season with salt and pepper and keep warm.
Meanwhile, thinly slice all the onion. Cook in a small covered nonstick pan with the remaining 2 g butter over low heat for 12-15 minutes, stirring, until soft and golden. Split the fully cooked frankfurter lengthwise and add it. Cover and gently heat for 5 minutes, turning, until its center reaches 74 °C. Keep every bit of onion and pan juices.
Pat the cooked shrimp dry and chop. Mix with all the mayonnaise, sour cream, finely chopped dill and lemon juice. Keep chilled. Wash, dry and shred all the lettuce. Warm the tortilla in a dry pan for 20 seconds per side until flexible.
Spread all the warm mash down the tortilla center, leaving a border. Add the hot frankfurter, all the onions and pan juices, lettuce, shrimp salad, mustard and ketchup. Fold the bottom up, then roll the sides snugly around the filling. Eat the entire wrap immediately as one portion.
