Cook rice with water and salt for 18 minutes.
Cook onion and garlic in cooking oil for 4 minutes.
Add curry powder, tomato sauce, and coconut milk; simmer for 7 minutes.
Season fish with salt and black pepper, add it to the sauce, and simmer for 7 minutes.
Finish with lime juice and serve over rice.
