Boil potatoes in salted water for 18 minutes until tender.
Mash the potatoes with half the milk, half the butter, salt, and black pepper.
Cook onion in the remaining butter for 4 minutes, then stir in flour.
Add the remaining milk, white fish, and green peas; simmer for 5 minutes until thickened.
Top the fish filling with mashed potato and bake at 200°C / 400°F for 20 minutes.
